Bar Asso. extends solidarity to slain lawyer

ITANAGAR, Mar 16: The Gauhati High Court Itanagar Permanent Bar Association today extended its solidarity to slain lawyer who was allegedly killed by police within the court premise at Allahabad, Uttar Pradesh on 11th March 2015. Showing its solidarity, the bar association abstained from the court proceedings. Further the bar association condemned the incident with in strongest terms. As a mark of protest the Bar Counsel of India boycotted the court proceedings today across the nation.

 

ANYA demands speedy investigation into mysterious death

ITANAGAR, Mar 16: All Nyishi Youth Association (ANYA) has demanded the law enforcing authority to conduct a thorough investigation into the mysterious death of a 15-year-old girl at Doimukh yesterday.

According to an ANYA release, one Tadar Lala, aged 15 years studying in class VIII was found dead at around 5.30 am in mysterious condition near the over bridge at the entry point of Doimukh. The body reportedly bore injury mark in the head, the ANYA team which visited the spot and the family members of the deceased at Yupia claimed. Suspecting foul play, ANYA also urged the Home Minister to take the case seriously and instruct Police to investigate the case to unearth the truth behind her death.

 

Tacho inspects health infrastructures

BOMDILA, Mar 16: Health & Family Welfare, Minister Rajesh Tacho in his five day maiden visit to West Kameng district has inspected the District Hospital and other health centers and interacted with the health workers to get the first hand information of the ground realities.

He along with MLA Japu Deru and Deputy Commissioner AK Singh also visited the upcoming new hospital building and also assured to consider up gradation of the District Hospital into General Hospital.

Next day Tacho and MLA Deru visited Community Health Center Nafra where a public meeting was convened to highlight the problems related to health care in the region.

Later, at Dirang the Minister visited the Community Health Center and interacted with the officers and public. In addition to the infrastructural development of CHC Dirang, the minister also assured to look into the problems of PHC Thembang which is located in a far flung area. DIPRO

 

National rural drinking water and sanitation awareness week flaged off

KHONSA, Mar 16: National Rural Drinking Water and Sanitation Awareness Week was flagged off today at Khonsa.

After giving Swachhta pledge to all the staffs of the division, Er Binken Nomuk, EE, PHE & WS Division, Khonsa, District Tirap, flagged off the National Rural Drinking Water and Sanitation Awareness Week (16th March 2015 to 22nd  March 2015) at the office premises.

The campaign is targeted to cover all the blocks, GPs of both Tirap and Longding districts. Participating in the rally, Doi Tarak, Consultant, M & E cum IMIS, PHE & WS Division, Khonsa highlighted the objective of the awareness week and urged the gathering to focus on building and use of toilet, safe disposal of child excreta, hand washing, safe storage and handling of drinking water, water conservation and keeping the village clean. Training prog on water management in citrus

PASIGHAT, Mar 16: College of Horticulture and Forestry, Central Agricultural University, Pasighat conducted a training programme on “Water Management in Citrus” at the college campus today.

During the training programme, altogether 45 farmers participated, who were trained about the cultivation practice, soil and water management in Khasi mandarin and the solution to the problem of fruit dropping. They were also exposed to the techniques of citrus quality planting material production. The farmers had expressed their satisfaction regarding the importance of the training programme.

The training was imparted by Dr. Saroj Kumar Pattanaaik, Assistant Professor (Agricultural Engineering), Department of NRM., Dr. L Wangchu, Associate Professor (Fruit Science) and Dr. P Debnath, Associate Professor (Soil Science).

 

Tata Sumo fares reduced

ITANAGAR, Mar 16: The fare of Tata Sumo plying from Daporijo to Itanagar has been reduced to Rs.700 from the existing Rs.750 in a meeting held under the chairmanship of Sadung Gyadu, CO (TPT) cum Town Magistrate in the conference hall of Upper Subansiri Deputy Commissioner today. Sumo fare from Daporijo to Limeking, Daporijo to Nacho, Daporijo to Siyum have also been reduced.

The fare from Daporijo to Limeking has been fixed at Rs. 500 after the cut while the fares from Daporijo to Nacho and Daporijo to Siyum were reduced to Rs. 350 from Rs.400 and Rs. 250 from Rs. 300.

The resolve to cut the fare was unanimously adopted in the meeting after All Tagin Students' Union (ATSU) called upon All Upper Subansiri Maxi-cab Association (AUSMA) to reduce the fare in the greater interest of the public, especially poor, claimed ATSU in a release. The meeting was attended by various organizations, including All Upper Subansiri Maxi-cab Association (AUSMA), All Tagin Youth Organization (ATYO) and All Limeking Youth Welfare Association (ALYWA).

 

NYP conducts training progs for SHGs

ITANAGAR, Mar 16: National Youth Project conducted one-day Book Keeping Training Programmes for Self Help Groups at Dirang in West Kameng yesterday and Itanagar today. The programme was sponsored by NABARD-Arunachal Pradesh.

19 SHG members from three groups participated in Dirang programme wherein Tapan Biswas NYP Coordinator and Thupten NYP volunteer were the resource persons.  

At NYP office Itanagar, H P Biswas President discussed about Self-Help Group (SHG) and its functions. The goal of a SHG is to reduce the economic vulnerability of its members using pooled resources and collective strength.

 

 ANYA Unit seeks DC intervention

ITANAGAR, Mar 16: The All Nyishi Youth Association Kra Daadi District Unit today urged the district administration of Lower Subansiri   to intervene in minimizing the haphazard earth cutting at Ziro-Itanagar road. In a release, the ANYA unit claimed that construction of unnecessary structures along Trans Arunachal Highway to claim compensation is causing inconvenience to the commuters. It added that in case of medical emergency, the current road condition would be trouble for the passengers. In a separate representation to Minister PHE and Water Resource, the ANYA unit also sought shifting of ADC headquarters from Palin to Pania. It appealed to the minister and local MLA to give proper direction to start functioning of ADC Pania at the earliest.

 

Enrollment drive for Aadhaar card

NAHARLAGUN, Mar 16: A special biometric enrollment drive was conducted for bureaucrats at Banquet hall here on March 14. Altogether 87 were enrolled during the drive. Till date Biometric enrollment for Aadhaar card is being conducted in ten districts of Arunachal Pradesh with a target population of 11,07,391. Saint Claret’s conducts NSS camp

ZIRO, Mar 16: The NSS units of Saint Claret College, Ziro conducted the second annual special camp on March 13-14.

The two-day camp included a mass cleanliness drive cum cleanliness awareness campaign at Dutta Village of Ziro valley on the first day and an adventure trekking expedition to Pangey, located around 20 from Ziro township, on the second day.

A total of 80 NSS volunteers, ably guided by the Program Officers of the College, took part in the Annual Camp.

If the first day was set aside for the “Swachh Dutta Abhiyan,” the second day was meant to give the volunteers an experience of adventure trekking and thereby instill in them love for nature, healthy life style, and a fearless and courageous spirit.

The volunteers, along with the Programme Officers and several teachers from the College as well as a few alumni, trekked to picturesque Pangey, basking in the beauty and richness of nature.

 

World Consumer Rights  Day observed

BOMDILA, Mar 16: To commemorate the World Consumer Rights Day and to create awareness amongst the business community particularly the shopkeepers and the consumers, the department of Legal Metrology & Consumer Affairs organized a meeting cum exhibition at Shanti Deva Vidyalaya, Upper Gompa recently.

Advising the shopkeepers to be sincere in their dealings and to build up trust with the customers, EAC T Loya opined that fair dealings and decency alone could ensure customer’s satisfaction and their return and that healthy relationship with customers would create a conducive market environment.

Earlier, Assistant Controller LM&CA T Gurro highlighted the importance of the day. He felt the need for creating further awareness amongst the masses especially in the countryside through regular camps, meetings and exhibitions.

AYCC reacts at Rubdi village statement

ITANAGAR, Mar 16: The Assembly Youth Congress Committee (AYCC) of 16th Yachuli Assembly has refuted the statement given by Rubdi Youth Welfare Committee over C/o Shalley to Rubdi road construction in Lower Subansiri district. In a counter press statement, AYCC claimed that 90 percent of formation cutting works have been completed and remaining 10 percent is left to connect Rubdi village.  AYCC also claimed that taking undue advantage of innocent villagers few vested individuals are obstructing the work and forced the contractor to halt the work and caused a heavy loss.  The AYCC condemned the alleged the obstruction with strongest words, terming it as anti-developmental activity. It also claimed that constructing agency has completed 50 meters bridge over Panyor River which has benefitted various villages of the area. AYCC added that based on the complaint received from Rubdi Youth Welfare Committee the Superintendent Engineer, RWD visited the site and has allowed to carry out the work in said alignment. The AYCC has also appealed to the public to cooperate with the executing agency in early completion of the work.

 

Consumer Rights Day observed

DAPORIJO, Mar 16: The Department of Legal Metrology and Consumer Affairs, Upper Subansiri District observed World Consumer Rights Day in a befitting manner at Rijo Conference Hall here yesterday.

Attending the programme, Minte Siga, Assistant Controller, LM & Consumers Affairs, explained about the rights of consumer and their duties and responsibilities as enshrined in the Consumer Protection Act 1986.

Deputy Commissioner Komkar Dulom also spoke about the rights and duties of consumers. He cautioned the traders to refrain from any mal-practices including adulteration which will land them in trouble.

Various consumer items were displayed during the programme to create awareness among public.

All Arunachal Pradesh Consumers Association Daporijo unit, Vice president Adap Malling explained the quality of packaged items and gave other information related to consumers affairs.

The programme was attended by, general public, PRI members, officers and officials.

 

BJYM conducts Swachh Bharat Abhiyan at Nari

PASIGHAT, Mar 16: The members of Bharatiya Janata Yuva Morcha (BYM), Nari Sub-committee today launched Swachh Bharat Abhiyan at Nari town in East Siang district. About 60 Morcha members-activists with the help of local residents conducted cleaning programme in and around Nari ADC office and the premise of Nari CHC.

Nari-Koyu MLA Kento Rina, who attended the programme, urged the local people including the government employees and business communities to keep their surrounding neat and clean to avoid various communicable diseases.

President of BJYM Tomo Kadu informed that BJYM is all set to conduct more such programme at Koyu, Korang and other places of Nari-Koyu constituency within this month. Nari Circle Officer, Mariyom Koyu also participated in the cleanliness programme.

 

SMC meeting held: RTE anthem released

KHONSA, Mar 16: One day capacity building & training programme for the members of the School Management Committee of Tirap district was held at the Block Resource Centre, Khonsa today.

Speaking on the occasion, Tirap Deputy Commissioner lamented the functioning of the members of the SMCs in the district. The DC urged them to carry out various schemes seriously. The Deputy Commissioner warned that the SMCs would be held answerable along with the education department in case of lapses in implementing the various schemes under SSA and RTE.

He appreciated the education department of Tirap district for bringing out the audio-visual cassette of the Right to Education Anthem and also thanked the local singers.

One arrested for forging CM’s signature

Extortion racket busted

ITANAGAR, Mar 16:  City Police has arrested one person in a forgery case based on a written complaint from the Chief Minister’s Office.

The alleged accused person was arrested from Daporijo Township by a Special Police Team constituted under the supervision of Deputy SP Bomge Kamduk, SDPO Itanagar.

It was revealed during investigation that Kome Yangfo proprietor of M/s NT Enterprise, Polo Colony, Naharlagun had allegedly forged the signature of the Chief Minister of Arunachal Pradesh and tried to use the forged documents for getting supply orders, said the SP.

It was revealed during investigation that Kome Yangfo is the president of All Naharlagun Taxi Tourist Association, the SP informed. A case has been registered against him Under Section 468/471 IPC.

Meanwhile, the Capital Police has also busted a gang of extortionists with arrest of four of its members, including two ladies, who have been allegedly extorting money from big contractors in and around Capital Complex in name of awarding major works.

The police team under the supervision of Inspector T Bage, Officer-in-Charge of Itanagar Police Station laid a trap, which led to arrest of the alleged accused identified as Dubi Ete (Lollen), Bimpi Riddi, Tori Gadi and Tame Aking, informed Capital Superintendent of Police Seju P. Kuruvilla.

Police also recovered cash amount of Rs. 3 lakh from their possession, the SP informed.

A case has been registered against them u/s 120(B)/384 IPC at Itanagar police station. Further investigation of the case is in progress, the SP said.

In yet another case, Itanagar Police has arrested two persons for allegedly threatening government officials. The accused are identified as Charu Kani (38) and Yura Rajesh (26), both from Sangram, Kurung Kumey district.

The arrests were made based on a written complaint from a Government Department by a team of Itanagar police under the supervision of SDPO Techi Hanyir.

A case has been registered against the alleged accused persons Under Section 448/353/506/34 IPC at Itanagar Police Station. Both the accused have been taken into police custody for further interrogation, the SP informed.

 

 

PPA for bureaucratic reorganization

ITANAGAR, Mar 16: The People’s Party of Arunachal (PPA) has advocated for bureaucratic reorganization with its own IAS cadres for effective functioning of the administration.

It is urgently necessary to reorganize the bureaucracy of the state with our own IAS cadres as they are well acquainted with the peculiar problems of the tribal society, opined PPA Secretary General Kaling Jerang in a party meeting.

He said that the development grants and assistance provided to the state by the Centre and the DONER have remained unutilized or partially utilized for want of efficient executive authority.

“There are instances of mismanagement of development fund for which the state govt. has been reprimanded by the funding agencies. In such a situation, the State should take some quick decisions to revamp its administrative setup without any further delay,” said Jerang.

He also said that much younger states like Jharkhand, Chhattisgarh and Uttrakandh have been allotted separate IAS cadres for efficient functioning of the administration.

It is a matter of grave concern that Arunachal Pradesh in spite of having attained Statehood since 1987 with its own separate Governor is yet to have its own state IAS cadre, he added.

 

 

Time to end dependency syndrome

ITANAGAR, Mar 16: Developing self income generation mechanism has become the most important task ahead for the government of Arunachal. This need is being felt more now as the fund flow from Centre is slowing down due to the political differences. There is no doubt that in the process of political one-upmanship between Congress and BJP in the state, it is the citizen’s, especially poor Arunachalee who are suffering the most. Although the rich and elite who have massive stock of money in various banks of the state are still not feeling the pinch of economic slowdown, developmental activities at grass-root level are being hit hard due to the non-availability of central funds. Therefore the need of the hour is to evolve own income generation mechanism.

At present only source of income for Govt. of Arunachal is the grant offered by central government. Virtually state government has to beg the Centre for the funds. However, it looks like state govt. is neither interested to mobilize the existing resources such as minerals, forest and horticultural products nor they are paying attention to prevent revenue leakage and corruption.

“Our rich forest products of foot-hill region are being drained out without collecting royalties. Forest items like bamboo and other useful products are thickly vanishing from foothill areas. But who cares? If authorities properly tap these resources, government can earn massive revenue,” shared a senior government employee who wished not to be named.  Similarly he added that in foothill areas massive illegal mining of minerals are going on rampantly but no action has been initiated by concern authorities. If the quarries of foothill are notified and given on lease, leakage of revenue will certainly be prevented. “Leakage of revenue from extraction of coal in Changlang district should be checked and monitored properly. Efforts should also be made to work out for extraction of coal at Garu and Rilu in West Siang districts. We have big deposits of lime in various parts of the state and their extraction will generate huge income. This will be one of the steps to develop our own resources for economic self-reliance,” the official continued.

Majority of Arunachalees believe that government agencies and political bosses are to be blamed for revenue pilferages. Deduction of TDS is not strictly adhered by the government department. This leads to serious loss in revenue but nobody seems to care about this. Also most of the time supply order of furniture, stationeries and other daily office requirements are given to unregistered firms and to non-Arunachalees who fund politicians during election. Due to this there is no deduction of TDS and it results in loss of huge revenue.

It is time the government keeps a close eye on the revenue collecting departments like Power (Electrical), Tax & Excise, Forest, Agriculture, Tourism and Geology & Mining. Experts believe that if the government manages to strictly monitor functioning of the above mentioned departments, definitely revenue leakages will be controlled to a certain extent.

Also time has come for the state government to make it compulsory for all the government servants starting right from peon to the highest echelon in the order to submit annual property returns. This will not only help in preventing revenue leakage but also thwart corruption in the government sector. Submission of annual property returns will surely scare corrupt officials as disproportionate assets owned by govt. servants will be caught. After starting from govt. sector, later Arunachal government should spread its tentacle and cover those well-to-do classes who own disproportionate assets. One also wonders, is it the time, people of Arunachal start paying income tax? Unless the state government develops their own income generation mechanism, Arunachal will not witness faster development. Total dependency on central grants has virtually paralyzed the ‘state of Arunachal’.

 

 

Giant Flying Squirrel rescued at Thembang

ITANAGAR, Mar 16: A rare giant flying squirrel (Petaurista magnificus) was rescued from Dirang Basti of West Kameng district by a member of Thembang Bapu CCA Management Committee today.

The rare species was rescued from two strangers of Dirang while they were playing with it. Later, it was released in the temperate forest of Thembang Bapu CCA.

While hunting of wildlife is still rampant across most of the North Eastern states, this is one of the rare instances that the community has taken up batons to secure wildlife and its habitat in their villages.

“I hunted numerous wildlife species in my life, but releasing a wild animal back to its home today gave me immense pleasure” disclosed Tenzin Chogyal, the rescuer.

The habitat of the species ranges from Myanmar to Nepal and it is protected as schedule II species under the Wildlife (Protection) Act 1972. Giant flying squirrels are unique among mammals in having ability to glide from tree to tree in sub-tropical and temperate forest. Some of these species quite attractively coloured, like Hodgson’s giant flying squirrel which has a rich rufous and black body colour.

 

 

National Rural Drinking Water and Sanitation Awareness Week launched

ITANAGAR, Mar 16: A rally cum workshop on Drinking Water and Sanitation issues was organized at Aalo in West Siang district to mark the beginning of “National Rural Drinking Water and Sanitation Awareness Week” today.  The Campaign is being launched by MDWS, GOI across the country coinciding with the culmination of World Water Day celebration on 22nd March.

Rally was formally flagged off by Kirli Loyi, Chairperson, Anchal Samity, Aalo West Pubu.

Later, addressing the workshop Er. Toney Ete, EE (PHE) cum Member Secy., DWSM, appealed to all the participants to realize the importance of Water Conservation and Sanitation and asked them to carry on the campaign at Block and GP levels. He revealed that the Operation and Maintenance of Intra Village Water Supply system is being handed over to village through VWSC to realize their responsibilities towards the sustainable water supply system.

Er. Rimo Taba, Consultant ( M&E cum MIS), DWSM, highlighted the aims and objectives of the campaign and also highlighted about the Swachh Bharat Mission programme and other issues related to Sanitation, Drinking Water and Water Conservation through power point presentation. The rally cum workshop was participated by PRI members, public from all the colonies of Aalo Town and PHE staff, according to an official release.

 

 

ATA calls for effective implementation of RTE

ITANAGAR, Mar 16: Arunachal Teachers’ Association (ATA) president Tarh Yaku highlighted the multitudinous shortcomings in the educational sector in the state due to partial implementation of RTE. She was addressing a seminar on “Financing Public Education and Implementation of RTE Act” organised by National Coalition for Education (NCE) and All India Primary Teachers’ Federation (AIPTF) at Shikshak  Bhavan, Guwahati on March 12.

In her speech, she also expressed her dismay over the demand for quality education which is not attainable in the budget granted by the government.

Referring to the funding for implementation of RTE in state like Arunachal Pradesh, ATA pleaded for provision of increased financial assistance from Central Govt. The pitiable condition of the SSA and RMSA teachers serving across the state despite irregularities in the payment of salary and the evidently witnessed decrease in girls’ enrolment as per Global Monitoring Report (GMR) failed to escape the keen observation of the ATA president. She appealed the Central and State governments to bring necessary changes in the government financial system and provide adequate fund to educational sector so that quality education may possibly be realized through zealous efforts from all quarters.

Speaking on the occasion, AIPTF president Rampal Singh, Ramakant Rai, Convenor NCE and others appealed all the states to strengthen the advocacy for issues related to the sluggish and unsatisfactory   implementation of RTE in the states with the help of all the civil society organisations, activists, teachers and policy makers who have been playing very important role in ensuring children’s right to education.

Representatives of Teachers’ Unions and Civil Society Organisations from Assam, Arunachal Pradesh, Bihar, Nagaland, Jharkhand, Manipur, Meghalaya, Mizoram, Orissa, Sikkim, Tripura and West Bengal participated in the programme.

 

 

Block level foundation training for PRIs held

ITANAGAR, Mar 16: The SIRD Arunachal Pradesh with support of Member Secretary, Anchal Samiti, Mengio conducted a three days block level foundation–cum-functional training programme on “Panchayati Raj System and Decentralized Planning” at Mengio from March 11-13.

Master trainers of SIRD, Suruj Gurung, BDO-cum-Member Secretary, Nabam Kuku, Nabam Tandu and Nabam Bikram, Panchayat Technical Assistants delivered their lectures on Panchayat Raj System of Arunachal Pradesh, Role and Responsibilities of Gram Sabha members,    Gram Panchayat, Anchal Samiti and Zilla Parishad. Power-point presentation was also made on Panchayat Enterprise suite for E-Panchayat for the benefit of participants including PRI leaders.

During the training, the participants were informed that MoPR has given clear instruction to the state to upload the plan of Panchayat from this year to access the further grants from Ministry under RGPSA and 14th Finance Commission. In this connection, Ministry is taking regular update on creation of Local Government Directory of all the districts of the State. SPRC under SIRD has so far created LGD of Upper Subansiri, Papum Pare and West Kameng district.

On last day of the programme, Sr. Faculty of SIRD, L K Kabak spoke on the topics such as decentralized planning, transparency & accountability mechanisms: RTI and Social Audit, Women Reservation vis-a vis Women Empowerment, Power and functions of Panchayats.

 

 

Consumer awareness campaign held

ZIRO, Mar 16: The department of Legal Metrology and Consumer Affairs, Ziro organized a day-long consumer awareness campaign to mark the World Consumer Rights Day at ADC Conference Hall, Yachuli, Lower Subansiri district on 15th March. The theme of the programme was “consumer & traders; fostering and strengthening trust”.

In his key note address, Debia Tana, in-charge District Consumer Protection Officer, LM&CA, Ziro, briefed about the programme. Highlighting the rights of the consumers, he called upon the traders to build up trust with consumers as the traders are also consumers in one way or others. Later he made aware the consumers about unfair trade practice through demonstration.

Millo Dumi, DMA of the Legal Metrology & Consumer Affairs Deptt. Ziro explained in detail about various provisions of the Consumer Protection Act 1986 including consumer rights and Right to seek redressal.

Gyati Tamang, Member of District Consumer Redressal Forum, (D.F) Ziro, explained in details about the three tiers Quasi- Judiciary systems of Consumer Court.

In her address as guest of honour, Joram Yania, Zilla Parishad Member, Yachuli, appealed every citizen to support and cooperate to foster the consumer protection movement. Further she appealed the department of Food & Civil Supplies to instruct every Fair Price Shop owner to authenticate the weights and measure from the Department of Legal Metrology & Consumer Affairs.

The chief guest of the programme, A C Boruah, Addl. Deputy Commissioner, Yachuli, while speaking on the theme, requested all traders to win the trust of every valued consumer and also appealed to consumers to avail all rights under Consumer Protection Act 1986.

Among others, Tana Yaho, Circle Officer, Yachuli, Nich Api, Secretary of Arunachal Pradesh Women Welfare Society of Yachuli Unit, Joram Elliu, A.S.M Yachuli, K. Meitei, Principal, JNV, Yachuli also spoke on the occasion. Altogether 250 consumers participated in the day long consumer awareness campaign.

 

 

Union oppose SYA as executing agency

ITANAGAR, Mar 16: The All Galo Students’ Union (AGSU) and Paktu Ao Youth Welfare Association (PAYWA) have strongly opposed Sports and Youth Affairs (S&YA) Department as the implementing agency for the construction of Outdoor Stadium at Aalo, West Siang district.

Claiming that the Secretary (Planning), Government of Arunachal Pradesh has written in favour of S&YA to implement the project vide letter No. PD (PSD)-03/2013 -14 (Pt.) in place of UD Department, both AGSU and PAYWA in a joint memorandum have sought the intervention of Minister of State for Home Kiren Rijiju and Advisor NE NITI Aayog BK Pandey to revoke the said letter and allow UD Department to execute the project.

Let the work be done by the UD Department, the memorandum said claiming that the SYA department was neither a skillful nor a work department.

Further, the execution of works under SPA by non-work department is not permissible as per the guidelines issued by central as well as state government, the memorandum said, and urged the Planning Department, GoAP to withdraw its letter and allow Department of Urban GoAP to execute the projects with immediate effect.

“The Department of Urban Development was appointed as the implementing and executing agency for the said projects along with other similar projects. Accordingly, the UD department conceptualized the architectural designs and drawings, and as per the desire of the Planning Department, GoAP the UD department prepared estimates and submitted it to the Planning Commission of India and the fund was released accordingly,” it said.

AGSU and PAWYA also requested the advisor to issue a direction to the authorities concerned for immediate start and implementation of the said projects and complete it within the stipulated time as per the specification by allowing the UD department as implementing and executing agency.

Two villages being left out

Dear Editor,

Through your esteemed daily I would like to express my view on PMGSY project from Shally to Rubdi. I believe in sense of equality and our constitution too has given us equality. When it comes to PMGSY project from Shally to Rubdi, the project is almost finished. Yet, why Taib and Delipaji village is not connected with this PMGSY project. According to DPR both these villages are supposed to be connected and it is their right to enjoy the same development like others.

Both Delipaji and Taib village is hardly 2 or 3 kilometers away from main construction area. I can’t understand still why these two villages have not been connected while the project is almost over. It is totally annoying to know and I totally oppose this kind of inequality. Whatever may be the reason behind this kind of inequality, but one thing I would like to express is that it is not right. And also I believe that development must benefit all the villagers. Lastly I appeal that when it is a matter of development issue or progress of any area, one should think broadly and not individually. In simple word of lord Mahavira “Jiyo aur jene doh.” Hope you all understood.

Wrong comparison

Dear Editor,

This is in response to the letter published on this daily on 14th March 2015 by one Santosh Kaur. First of all, I sincerely thank you for enlightening the people of North East that what we have done is wrong  (Lynching of the Muslim boy in Nagaland). I understand that was kind of barbaric act. I accept that what we have done is wrong. We should have let the police do their job; after all they are here for a reason. But there’s something in your thoughts, that triggered part of my brain in not so pleasant way. You wrote that when we are treated indifferently by mainland Indians due to racist issues we cry out loud that they have done wrong to us and now we are behaving in that way. Just a single question for you - How can you even begin to justify murdering of someone due to his hair colour, hair style, small eyes etc is equal to the murdering of a person who committed rape? Are you implying that dressing a little westernized is equal to committing rape? And try as hard as I can, I can’t remember a single case where NE people were killed for committing crimes such as murder, rape. Finally, I pray for the family of the deceased man because they have-not done anything wrong but they are the real sufferers.

Wrong allegation

Dear Editor,

Apropos to the news item "AGSU cries foul, court gives stay order", I would like to respond to the allegation that stated that recruitment for the post of psychologist under NHM at Pasighat was faulty. They have also stated that there was only one 'genuine' and qualified candidate for the post. But there were not one but two applicants for the post. 1. Osunam Pertin (applied on 12th Feb) and 2. Dagrik Gara (applied on 19th Feb).

But due to technical misprint my name was listed in physiotherapist list. When this mistake was brought to the notice of concerned authorities, it was rectified before the interview date on 25th February.

Secondly AGSU has termed the other candidate as 'Genuine'. In terms of qualification the other candidate only have a masters degree in counseling psychology which is only a sub-branch of clinical psychology whereas I have a 1st class masters degree from Pondicherry university, which is one of the top central universities of India and an M.Phil degree in Clinical Psychology from institute of human behavior and allied sciences, Delhi University. I have also worked at Gopinath Bordoloi regional institute of mental health, Tezpur for some period of time. So, I believe that there was no foul play in the interview process and I am the right candidate for the said post.

Sangram battles poor mobile network

Dear Editor,

Through the column of your esteemed  daily I would like to draw kind attention regarding the poor BSNL network at Sangram under Kurung Kumey District. If I am not wrong BSNL is one of the costliest mobile service providers of Arunachal Pradesh but still receives so much criticism from various parts of the state. In my home town, network is very poor though network is shown full in the mobile. Most pathetic aspect is that BSNL’s service totally depends on electricity. With power cut in our area, the network also get lost simultaneously.

 The technical problem of BSNL has been troubling its subscribers quite often. Sangram circle is one of remote area of the state and the installation of BSNL tower was done to clear some hindrances in the communication problem faced by people of the area. Though the network is very poor still the local people feel blessed that at least we are getting connected to rest of world and are thankful to the BSNL. But what they need is 24 hours network even if there may be electricity supply or not. So, it’s an appeal to the BSNL authorities of the state to provide power facility such as generator for the convenience of public or subscribers of concerned place.

Focus on underdeveloped districts

Dear Editor,

"Sabka Sath Sabh Ka Vikas" might have been the poll slogan of Prime Minister Narendra Modi in last year’s General Election but I believe that it should be the developmental plan for every government. The Congress govt. in the state has failed to understand this slogan. All the major development projects are concentrated at a particular region thereby creating social and economical differences among different sections of society. Certain district like Upper Subansiri is denied of any major development projects.

The state govt. should shift their focus towards less developed districts, so that every region of the state enjoys equal privileges. If this trend of discrimination by the state govt. continues, the people of the deprived region will not shy away from demanding separate state in the near future. Also, I request all the political representatives of underdeveloped region to pull up their shocks and demand their share strongly for their people.

Time for real development

Union minister of state for home Kiren Rijiju yesterday while attending a programme at RGU claimed that Arunachal Pradesh would witness tremendous development during the next four years with the central government headed by Prime Minister Narendra Modi adopting a paradigm shift to accelerate the development process. He added that whole of NE states will also get benefit from this initiative of Modi govt. It is great to hear such encouraging words from MoS Home who is also an MP from the state.

However, it is seen that even though almost a year has passed since BJP came to power at centre but not much has changed at grass root. People voted them to power with much hope but till now BJP government is only busy in creating media hype.  Even when Prime Minister Narendra Modi visited state during statehood day celebration, he did not presented any particular development vision for the state. There is a saying in English which says action speaks louder than voice and this aptly applies to BJP government.  They should show some visible action of development and stop talking about development in media only. People of Arunachal have great hope from PM Modi and MoS Home Rijiju. They should try to live upto people’s expectations and don’t disappoint the people of Arunachal. Time has come for real development to be kick-started and hopefully BJP leaders are aware about it.
